Overview

The Director of Transportation Operations is responsible for the operational aspects of the Transportation Department to include NMT, NEMT and transportation-related services. This position will be responsible for operationalizing department initiatives and projects. A key component of this position is the enhancement and refinement of existing programs, and innovation in the development, management, integration, and refinement of new and existing programs. This position is responsible for providing staff and organizational support, program development, monitoring, and implementation of all Transportation functions in order to meet stated objectives and goals.

Responsibilities

  • Provides technical support and guidance to Transportation programs.
  • Accomplishes staff results by communicating, planning, monitoring, coaching, developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
  • Conducts annual department budget planning.
  • Continuously monitors departmental performance and develop and implements appropriate processes, policies, and procedures to meet performance standards.
  • Manages work flow and process reengineering efforts as required.
  • Develops strategies and schedules for meeting Partnership-stated goals and ensure members receive appropriate, medically necessary transportation in a timely manner.
  • Assures providers receive high-quality service which includes appropriate and timely response to operational issues that may occur.
  • Maintains and fosters interdepartmental lines of communication with all Partnership departments.
  • Participates in strategic planning and program development. Stays abreast of current developments and trends in service delivery and managed care as well as policy and regulatory changes in order to maintain regulatory compliance and implement best practices.
  • Oversees vendor contracts and relationships for transportation services.
  • Works directly with members, providers, and facilities to ensure appropriate level and timeliness of transports within the guidelines of the NMT, NEMT and transportation  related services policies, and at the most fiscally efficient mode possible.
  • Collaborates with Grievance, Compliance, and FWA on issues originating in Transportation
  • Offers new provider education to prospective and new transportation providers in collaboration with Provider Relations and Claims.
  • Works collaboratively with the Medi-Cal licensed transportation providers insure required documentation are received timely.
  • Professionally represents department and/or Partnership in internal and external meetings, including state-wide committees and task forces; collaborates with California Medi-Cal managed care plans and safety net health plans nationwide.
  • Works with department leadership and trainers to evaluate current training needs, develop training materials, and implement training programs.
  • Provides systems and analytics leadership for the department, collaborating with the IT and Data Analytics departments as required. This includes development of key reports which support the overall efforts of the department, and meet the regulatory reporting need of Transportation.
  • Works closely with other Partnership departments to assure that organizational objectives are met.
  • Provides support for regulatory audits and inquiries related to Transportation operations.
  • Analyzes new or updated regulations, laws, and contract language, and implements appropriate changes to internal policies, procedures, and workflows.
  • Serves as on-call transportation liaison to solve urgent calls that occur after normal business hours including holidays and weekends.

Qualifications

Education and Experience

Bachelor’s degree required. Master’s preferred. At least five (5) years of experience in a leadership/management role required. Experience in a managed care environment preferred.    

Special Skills, Licenses and Certifications

Must have excellent verbal and written skills. Valid California driver’s license and proof of current automobile insurance compliant with Partnership policy are required to operate a vehicle and travel for company business.

 

Performance Based Competencies

 

Strong knowledge of computers, quality improvement processes, and data collection. Demonstrated effective leadership and analytical skills. Excellent interpersonal skills.

 

Work Environment And Physical Demands

Occasional travel required. Ability to use a computer keyboard. Ability to prioritize workload and function effectively with frequent interruptions and direction from multiple team members. More than 50% of work time is spent in front of a computer monitor. Must be able to lift, move, or carry objects of varying size, weighing up to 10 lbs.
