Temporary Sr. IT Business Analyst – Business Management

Overview

Works closely with business users and the IT Business Systems Management Team to conduct
thorough analyses of project initiatives, contributing to the creation of comprehensive
documentation for the preliminary stages of project development. This includes identifying
stakeholders, documenting project initiation details, writing business requirements/user stories,
and other project documentation. Acts as a subject matter expert on PHC Applications and
workflows. Usually works on small to medium size projects but may work on larger projects
depending on the situation. May assist the IT Business Systems Manager on more complex
projects.

Responsibilities

▪ Maintains in-depth knowledge of PHC systems and processes
▪ Works with business users to identify and document project initiative details such as goals,
roles, processes and interactions
▪ Collaborates with functional and/or technical experts to develop requirements and project
initiative details
▪ Collects requirements and creates application and data diagrams to illustrate current and
future state flows
▪ Under the direction of the IT Business Systems Management leadership, works on complex
business problems, analyzing and documenting current business processes and systems to
determine process or system needs that will improve performance and/or increase
efficiency
▪ Schedule and lead meetings with internal and external stakeholders
▪ Communicates with project team, stakeholders, and leaders on status, potential risks,
issues, or dependencies associated with projects in a timely manner
▪ Apply knowledge and experience of Healthcare, Medi-Cal, Medicare, and business
analysis to relevant projects
▪ Ensure compliance with relevant regulations and guidelines in project documentation and
execution
▪ Creates ad-hoc reports and dashboards
▪ Aid in hand-offs of project initiative deliverables to appropriate IT owner(s)
▪ Effectively utilizes software, tools, resources, and collaboration applications as part of
daily activities and assignments
▪ Coordinate with external vendors, ensuring alignment with internal stakeholder needs and
timelines
▪ Maintain strong, positive working relationships with external vendors, acting as the
primary liaison to facilitate smooth communication, address concerns, and foster long-term
partnerships
▪ Maintains project documentation per department specifications
▪ Performs other tasks as assigned to ensure integrity of data and accurate reporting.
▪ Participates in special projects as needed.
▪ Other duties as assigned.

Qualifications

 

Education and Experience

High school diploma or equivalent; special training (6 months to 1 year)
of analysis and project management; at least five (5) years’ experience
working as a business analyst; Bachelor’s degree in Computer Science
desired. Experience in healthcare, Medi-Cal, and Medicare/D-SNP
preferred.

 

 

Special Skills, Licenses and Certifications

Knowledge of Microsoft Office tools. Excellent communication skills;
ability to take business requirements and turn them into technical design;
excellent documentation skills. Process development expertise
preferred.

 

 

Performance Based Competencies

Ability to quickly acquire in-depth knowledge of PHC systems,
software, applications, processes, and managed care issues. Strong
written and oral communication skills with ability to interpret and
understand technical requirements. Excellent analytical skills to
troubleshoot and resolve systems problems.

 

Work Environment And Physical Demands

More than 50% of time is spent in front of a computer monitor; when
required, the ability to lift, carry, or move objects of varying size,
weighing up to 25 lbs; must be able to work in a fast-paced environment
and maintain courtesy and composure when dealing with internal and
external customers; ability to function effectively with frequent
interruptions and direction from multiple team members.
