Overview

Partnership HealthPlan of California is the pre-eminent rural health plan in California, serving
24 Northern California counties. The Government Affairs team is responsible for Partnership’s
engagement with local, state, federal stakeholders, including with key legislator, regulators,
and others. The Associate Director of Government Affairs will serve as a key member of
Partnership’s Government Affairs team leading advocacy, relationship development, and issue
management for Medi-Cal and Medicare related policy. Using multiple engagement tools, the
Associate Director of Government Affairs will advocate for rural health care needs, sharing
Partnership’s perspectives at the statewide level to inform rural Medi-Cal policy.

Responsibilities

▪ Consults with and advises Partnership leadership on legislative and policy issues.
▪ Engages with local, rural, organizations (providers, health centers, CBOs, members,
and others) to advocate for rural health needs.
▪ Develops Partnership’s positions on state and federal legislation and regulations, and
engage necessary stakeholders.
▪ Organizes legislative educational sessions promoting the unique needs and challenges
of rural communities, representing rural perspectives at the statewide level, and
informing rural Medi-Cal policy solutions.
▪ Proactively engages Partnership departments to inform them of state and federal
legislative and regulatory activity that would impact their scope of work.
▪ Engages with legislative district staff to educate on Partnership priority issues and
support constituent inquires.
▪ Partners with Regional Directors to engage with county Board of Supervisors
▪ Assists in the development of on-going and innovative communication strategies,
programs and activities to support Partnership’s role in rural health care.
▪ Other duties as assigned.

 

Secondary Duties and Responsibilities
▪ Participates in special projects and assignments, as needed.
▪ Supports members of the Executive team, as needed.

Qualifications

Education and Experience

Bachelor’s degree in a relevant field (political science, public affairs,
communications, social science, health care administration, etc.);
master’s degree preferred; five to seven (5-7) years of experience that
would provide the required knowledge and abilities, preferably
including Government/Legislative Affairs, HMO, Medi-Cal, Medicaid,
and/or Medicare experience.

 

Special Skills, Licenses and Certifications

 

 

Comprehensive knowledge of California’s Medi-Cal program. Strong
customer service orientation. Ability to build and maintain positive
working relationships. Must have an orientation towards setting and
achieving objectives. Basic understanding of the Partnership service
area. Ability to adapt positively to changing priorities and work
demands. Ability to exercise good judgment in decision-making. Valid
California driver’s license and proof of current automobile insurance
compliant with Partnership policy are required to operate a vehicle and
travel for company business.

 

Performance Based Competencies

 

 

Ability to work under limited supervision and exercise independent
judgment.

 

 

Work Environment And Physical Demands

Ability to provide valid California driver’s license and proof of current
automobile insurance compliant with Partnership policy are required to
operate a vehicle and travel for company business. More than 15% of
work time is spent in front of a computer monitor; when required, must
be able to move, lift, or carry objects of varying size, weighing up to 35
lbs.; Little travel may be required.
