The Manager of IT Change Control at Partnership HealthPlan of California (Partnership) plays a
critical role in managing and improving the IT change management processes. The role ensures
that changes to IT systems, infrastructure, and applications are implemented in a controlled,
compliant, and efficient manner to minimize risks and service disruptions to Partnership’s
business operations. The Manager of IT Change Control collaborates closely with multiple
departments, including IT, security, clinical operations, and external vendors, to ensure changes
align with Partnership’s business priorities, regulatory requirements, and industry standards. This
role is pivotal in supporting continuous improvement efforts in IT processes and ensuring
changes to critical systems support the delivery of health services to Partnership members.
▪ Oversees the end-to-end IT change management process, ensuring changes to systems,
infrastructure, and applications are controlled, reviewed, and approved in alignment with
organizational policies.
▪ Leads and facilitates Change Advisory Board (CAB) meetings, ensuring effective
communication and collaboration between stakeholders.
▪ Manages change requests, risk assessments, and impact analysis, ensuring that all
changes are implemented with minimal disruption to IT services and aligned with
Partnership’s business needs.
▪ Tracks the progress of changes, ensuring they are implemented as planned, and
monitoring post-implementation results. This includes analyzing metrics to assess the
effectiveness of the change management process.
▪ Ensures that all changes comply with healthcare regulations, including HIPAA, HITECH,
and other applicable legal and regulatory requirements.
▪ Works with the IT Security and Compliance teams to ensure that changes adhere to
security protocols and risk management strategies.
▪ Acts as a liaison between various IT teams, departments, and stakeholders to ensure clear
communication regarding upcoming changes, schedules, and impacts.
▪ Continuously assesses and manages risks associated with IT changes, developing
contingency plans or changes that may lead to unexpected issues or failures. This
includes coordinating rollbacks and recovery strategies as needed.
▪ Implements and refines change management processes, adopting ITIL (Information
Technology Infrastructure Library) and other best practices to improve the efficiency and
effectiveness of the change management lifecycle.
▪ Identifies and leads initiatives to automate and streamline change management
workflows, improving response times and reducing errors.
▪ Promotes a culture of continuous improvement, identifying opportunities to enhance the
change control process and overall IT operations.
▪ Serves as the primary point of contact for change-related communications within the IT
department and across Partnership’s business units.
▪ Ensures that changes are communicated clearly to all relevant stakeholders, including IT
teams, business users, and external vendors.
▪ Maintains clear and accurate documentation of all changes, approvals, and postimplementation reviews to support transparency and accountability.
▪ Develops and maintains metrics and reporting systems to track the effectiveness of the
change management process, including change success rates, incident trends, and areas
for improvement.
▪ Provides regular reports and dashboards to IT leadership and key stakeholders,
highlighting critical changes, risks, and performance metrics.
▪ May supervise and provide guidance to staff as assigned.
