Responsible for assisting the HR Manager or above with the administration of Human Resources functions including HR Reporting, Personnel Actions Forms, and other human resources functions. Researches and assesses impact of proposed policies, legislation, or programs, and recommends activities or changes as appropriate. Works with staff on activities aimed at ensuring employee satisfaction and effectiveness. Interprets Human Resources policies and procedures for PHC staff.
Essential Duties and Responsibilities
Assists in development of department goals and evaluation of reports, decisions, and results of department in relation to established goals. Recommends new approaches and procedures to affect continual improvements in efficiency of department.
Ensures legal compliance with federal and state laws and PHC policies.
Assists with preparing employee files for legal counsel as requested.
Initiates Personnel Action Forms (PAF) for employee changes.
Establishes and maintains a variety of files and records pertaining to PAFs, PRCs. Terminations, New Hires, etc.
Oversees the maintenance, confidentiality, and privacy of all employee information and files.
Assists with annual Employee Engagement Survey and related meetings.
Prepares weekly, monthly, and quarterly reports as needed.
Oversees the processing of new hires and other work related paperwork; maintains and updates new hire packets, sets up new employee files. Ensures personnel files include all necessary documentation, licenses, verifications, and certifications required by regulatory agencies.
Maintains booklets and other insurance documentation as needed.
Continuously researches and recommends improvements in the human resource arena.
Secondary Duties and Responsibilities
Assists with employee relations counseling and exit interviews.
Assists with employee development and training, serving as Training and Development Liaison (Northern Region specific).
Leads, assigns, and participates in special projects as needed.
Other duties as assigned.
If based in the Northern Region, this position is responsible for the following additional duties:
Conducts new employee orientation
Assists with the annual open enrollment; organizes and coordinates annual benefit fairs.
Interactively works with employees regarding retirement plans and options, answering questions and helping to figure out current and/or future calculations.
Leads the planning and coordinating of employee events and activities
Assists with explaining benefit plans, enrollment options, coverage, and filing of claims when employees have questions.
If based in the Southern Region, this position is responsible for the following additional duties:
Oversees job description development; reviews new request; ensures content is consistent with PHC policy; ensures title is consistent with the current wage/grade table; works with upper management for grade assignment.
Assists with recruiting efforts for the Southern Region.
Assists with Immigration work authorization oversight.
Education and Experience | Bachelor’s degree in Human Resources Management; minimum of three (3) years in Human Resources field; or any combination of education, training, and experience which provides the required knowledge and abilities.

Special Skills, Licenses and Certifications | Proficient in MS Word and Excel. Working knowledge of payroll software applications (ADP preferred). Typing speed 60 wpm and proficient use of 10-key calculator. Knowledge of general office business machine operations. Valid California driver’s license and proof of current automobile insurance compliant with PHC policy are required to operate a vehicle and travel for company business.

Excellent organization skills with the ability to coordinate and perform multiple tasks and to deliver responses and results within established time frames. Ability to use good judgment, maintain confidentiality of personnel and payroll files and information, and to handle sensitive issues with tact and diplomacy.
